To accept gifts, bequests, and devices, legacies, and other contributions for educational and other charitable uses and purposes. And to expend, contribute, and otherwise handle and disburse the funds and property of the fund for such purposes, either directly or by contribution to other agencies, organizations and institutions organized for one or more of such purposes.
